Expanding What's Possible | CEDAC Announces New Affordable Housing Investments in Massachusetts

Project funding will help advance nine affordable housing development projects across the Commonwealth.

BOSTON (March 31, 2026) – The Community Economic Development Assistance Corporation (CEDAC) today announced more than $7 million in early-stage financing commitments that will help advance affordable housing developments in communities across Massachusetts. The financing, approved during CEDAC’s November, December, and January board meetings, will support 16 projects that will create or preserve affordable housing for families, seniors, veterans, and individuals across the Commonwealth. CEDAC’s predevelopment and acquisition loans help nonprofit developers cover early project costs such as site acquisition, design, engineering, and permitting. “Early-stage financing is essential for helping nonprofit developers advance affordable housing projects,” said CEDAC Executive Director Ethan Handelman. “These investments help our partners move projects forward and expand housing opportunities for residents across Massachusetts.” Examples of housing projects supported by these recent commitments include: North Canal Redevelopment Phase 1 – Lowell Coalition for a Better Acre is advancing the first phase of the North Canal redevelopment in Lowell, a project that will transform a key site along the city’s canal district into new affordable housing. The development will expand housing opportunities for low- and moderate-income residents while contributing to ongoing revitalization in the surrounding neighborhood. Evergreen Circle at Care Drive – Erving Rural Development Inc. is developing Evergreen Circle at Care Drive, which will include 18 senior apartments and 8 family townhomes in the Town of Erving. The project will represent the first affordable housing development in the town, which currently has no units counted toward the state’s Subsidized Housing Inventory (SHI). Hammond Heights – Worcester Main South Community Development Corporation is developing Hammond Heights, a 41-unit affordable housing development in Worcester’s Main South neighborhood. The project will redevelop a former parking lot and adjacent parcel into new rental housing located near public transit and neighborhood amenities. West Center Street Housing – Lee CDC of South Berkshire is advancing West Center Street Housing, a 69-unit affordable housing development located near Lee’s downtown district. The project will provide housing for households across a range of income levels, including units for residents with very low incomes, helping address regional housing needs in Berkshire County. Dartmouth Hotel – Sargent Prince – Boston The Planning Office for Urban Affairs is working to rehabilitate the historic Dartmouth Hotel and Sargent Prince properties in Boston. The project will preserve historic structures while expanding affordable housing opportunities in a centrally located neighborhood. Parcel D-4 – Boston The Community Builders is advancing development plans for Parcel D-4, a mixed-income housing development in the Seaport District that will contribute new affordable housing to Boston’s growing residential landscape. Schoolhouse Square – Lynn Harborlight Community Partners is developing Schoolhouse Square, a 66-unit affordable housing development located in Lynn’s Central Business District. The project will transform a vacant site into transit-oriented housing near the MBTA commuter rail station and provide homes for low- and moderate-income residents. 11 Ferry Street – Easthampton Home City Development is developing 11 Ferry Street, a 96-unit housing community including 91 affordable apartments, on a portion of a former mill complex site. The project will redevelop a long-vacant property and expand housing opportunities for residents in the Pioneer Valley. Visions of Victory – Boston Victory Programs is developing Visions of Victory, a supportive housing project designed to serve individuals experiencing homelessness and other housing challenges. The development will provide affordable housing paired with supportive services to promote long-term stability. 3 Victory Lane – Gardner Disabled American Veterans Department of Massachusetts Service Fund is renovating and expanding a supportive housing campus in Gardner that will create 42 affordable homes for veterans, including supportive housing units for veterans with disabilities. 112 Queensberry Street – Boston Fenway Forward is advancing plans to redevelop 112 Queensberry Street into new affordable housing in Boston’s Fenway neighborhood. The project will contribute additional housing opportunities in a transit-accessible area close to jobs and services. Depot Lane – Ipswich Harborlight Community Partners is developing Depot Lane, an affordable housing community located near Ipswich’s commuter rail station and town center. The project will provide new housing opportunities while incorporating energy-efficient design and community amenities. Linden Street Apartments – Pittsfield Hearthway, in partnership with Causeway Development LLC, is developing Linden Street Apartments, which will include 47 affordable rental homes through new construction and the rehabilitation of an existing historic structure. The project will expand housing options in Pittsfield while preserving an important historic building. 27 Crafts Avenue – Northampton Valley Community Development Corporation is advancing plans to redevelop property at 27 Crafts Avenue into affordable housing in Northampton. The project will expand housing options for residents in the city and surrounding communities. 213 Main Street – Malden Asian Community Development Corporation is developing a 20-unit affordable rental housing community at the site of a former Salvation Army building in Malden. The development will provide transit-accessible housing for low- and moderate-income residents. Mildred Hailey Apartments Building 2 – Boston Jamaica Plain Neighborhood Development Corporation is advancing redevelopment of Mildred Hailey Apartments Building 2 as part of the broader revitalization of the Mildred Hailey public housing community. The project will help preserve and modernize deeply affordable housing for Boston residents.
